CIRCLEVILLE, Ohio — Pickaway County commissioners signed off on transferring tax-incentive agreements tied to a Harrison Township industrial project worth more than $180 million in construction to a pair of new corporate entities during their June 30 meeting.
Commissioners adopted four resolutions assigning the county’s Northern Industrial Community Reinvestment Area agreement, along with a related Teays Valley Local School District compensation agreement, from VTRE Development LLC to COI Park 762 Land LLC and COI Park 762 Building 1 LLC, both affiliates of VanTrust Real Estate LLC.
The underlying reinvestment area was designated by the county in 2006 to offer property tax exemptions for industrial buildings, and the county entered a community reinvestment agreement with VTRE Development in November 2022 covering a distribution, e-commerce, fulfillment, warehousing, logistics, packing and light-manufacturing project on a parcel in Harrison Township. COI Park 762 Land LLC, which acquired the property in 2022, estimated the full project would create 300 to 400 full-time jobs with construction costs exceeding $180 million, according to the resolution.
A separate partial assignment transfers rights over one lot within that site, platted in May as part of the Park 762 subdivision, to COI Park 762 Building 1 LLC. That company estimated 91 to 122 full-time jobs and construction costs exceeding $54.486 million for its portion of the project. Commissioners also approved assigning the companion compensation agreement with Teays Valley Local School District, which was originally signed in July 2022 and requires payments from the developer to the district in exchange for the tax break.
In other business, commissioners approved bills totaling $222,657.59 and a Then and Now certification of $42,811.96 for payment.
The board voted to raise the capital expenditure threshold for depreciation at Pickaway County Job and Family Services from $5,000 to $10,000, citing a federal rule change, which officials said would let the agency purchase larger equipment with unused year-end funds.
Commissioners approved a $3,950 quote from Accurate Mechanical to replace the Carrier chiller at the county’s Service Center on Island Road, and a $7,029.33 purchase from Parr Public Safety Equipment for protective vests for Dog Shelter and Emergency Management Agency employees. The board also approved a $3,850 Versaterm software subscription and training for body-worn cameras for those same two departments, and a $528.47 renewal of the county’s SolarWinds IT subscription.
The board authorized the county engineer to advertise for bids on the 2026 Pickaway County Pavement Marking Program, with an estimated cost of $294,130.59, and extended an independent contractor agreement with Spencer Bennett for ongoing radio, encryption and safety work through Jan. 1, 2027.
Sheriff Hafey told commissioners his office was moving to 12-hour shifts starting July 5 due to extreme heat and reported no major incidents from the county fair. He also said a deputy had given a two-week notice.
