HILLSBORO, Ohio — Hillsboro City Council approved a slate of resolutions and an ordinance at its Oct. 15 meeting, setting 2027 property tax levies, advancing a water line replacement project and authorizing an environmental access agreement tied to a fuel distributor on city-owned property, according to a legislative notice posted by the clerk’s office.
Council passed Resolution 26-23 as an emergency measure, authorizing the city’s tax levies for the fiscal year beginning Jan. 1, 2027, as determined by the Highland County Budget Commission. The clerk’s office will certify the levies to the county auditor.
In a separate emergency resolution, council approved a Then and Now certificate from the city auditor under Ohio Revised Code Section 5705.41(D)(1) and authorized a $40,886.75 payment to the Ohio Department of Transportation through the state treasurer, covering a scheduled installment on the city’s State Infrastructure Bank loan.
Council also authorized Safety and Service Director Shawn Adkins to enter into a contract with DLZ Ohio, Inc. for design and engineering work on a water line replacement project, under another emergency resolution.
A separate emergency measure gave Mayor Justin Harsha authority to enter into an access agreement with engineering firm AECOM, allowing the company to conduct environmental work on city property on behalf of World Fuel Services.
Council additionally authorized the mayor to enter into an easement agreement for the use of city-owned property, and amended a 2025 resolution to correct a legal description attached to a prior property transfer to ensure it goes through correctly.
In an emergency ordinance, council repealed and replaced Section 32.035 of the city’s codified ordinances. The notice did not specify what the provision addresses.
The full text of each measure is on file at the clerk’s office, 130 N. High St., Hillsboro, and available for inspection or copies from 8 a.m. to 4:30 p.m. Monday through Friday, excluding holidays. The legislation is also posted at www.hillsboroohio.net, the clerk’s office said.
