PORTSMOUTH, Ohio — Scioto County Sheriff David Thoroughman announced on Wednesday that the 911 communication center received a distressing call at approximately 3:28 pm, reporting the discovery of a deceased person. According to the caller, the remains were found near the 2200 block of U.S. Highway 23, just north of the City of Portsmouth.

In response to the call, a deputy from the Sheriff’s Office was dispatched to initiate the investigation. The Rosemount Fire Department also responded promptly and provided assistance in retrieving the body. Subsequently, the deceased individual was transported to the Montgomery County Coroner’s Office for a thorough autopsy.

Positive identification of the deceased was made possible through the use of fingerprints. The individual has been identified as Wilbur Silvia, 48 years old, with a last known address of 3929 McDermott Pond Creek, McDermott. Silvia was last seen approximately one month ago, and no missing person report had been filed as Silvia was known to frequently take time off without maintaining contact with family or friends.

Sheriff Thoroughman clarified that, at this point, no foul play is suspected. However, he emphasized that the investigation is still ongoing. Authorities are urging anyone with information related to this case to come forward.

The Sheriff’s Office is working diligently to piece together the circumstances surrounding Silvia’s death. Updates will be provided as the investigation progresses.
