ROSS COUNTY, Ohio— A Ross County teen faces several years in prison after being indicted last month on multiple felony charges. It all stems from an incident involving a 6-year-old girl on a Union-Scioto bus.

David Lee Seymour, Jr., 19, of Chillicothe, was indicted in March on two counts of gross sexual imposition and 30 counts of child pornography following a lengthy investigation by the Ross County Sheriff’s Office.

In September, the Guardian broke the story of a high school student who was accused of inappropriately touching a 6-year-old child on a Unioto school bus. The story enraged the local community as parents raised concerns regarding the safety of their children and the lack of transparency from the Superintendent’s Office and the Union-Scioto School Board. At the time of the incident, the Guardian opted not to name Seymour publicly as the suspect had not been officially charged.

According to reports at the time, the 6-year-old victim told school officials that a “big kid” — later identified as Seymour — had touched her while riding the school bus. In the report, the touching was caught on a bus camera “multiple times” after Seymour was alleged to have slid into the girl’s bus seat.

The Guardian reached out to Unioto Superintendent Matthew Thornsberry regarding the district’s response to the allegations and whether the student was permitted to continue attending school following the reported incident. As of this publication, Thornsberry has yet to comment. A Unioto official who spoke to the Guardian under conditions of anonymity because they were not authorized to represent the district publicly on the matter said that Seymour has been given the green light to receive his high school diploma while in jail.

While the GSI charges stem from the bus incident, the child pornography indictments have dates listed months before the school situation. Because of state criminal discovery rules, the information surrounding the 30 counts of child pornography has not been released. However, an official said the children depicted in the images are not local children.

Seymour remains in custody at the Ross County Jail on a $40,000 bond. He has since pleaded not guilty by “reason of insanity.”
