CHILLICOTHE, Ohio — Elisha Barrows of Chillicothe won $20,000 on the Ohio Lottery scratch-off, Precious Diamonds.
After mandatory state and federal tax totaling 28 percent, Elisha will receive $14,400.
Railway Express, located at 13040 Pleasant Valley Road in Chillicothe, sold the winning ticket.
Precious Diamonds is a $10 scratch-off with a top prize of $40,000 a year for 25 years. As of May 8, 2023, there are four top prizes remaining in the game.
