PORTSMOUTH, Ohio — Scioto County Sheriff David Thoroughman revealed details of a harrowing incident that unfolded in the early hours of Tuesday, involving a 911 call reporting a violent domestic situation.
At 2:06 a.m., Sheriff Thoroughman disclosed that a female caller reported her ex-boyfriend forcibly entering her residence. The distressing call described the assailant slicing her tires with a knife following an assault on individuals present at the location. The perpetrator then compelled another female, accompanied by a small child, to drive him away from the scene.
Responding to the emergency, Deputy Kade Conley arrived at the reported location to gather information and initiated a search for the suspect. Deputy Conley spotted the suspect’s vehicle heading westbound on Gallia Street, activating his emergency lights for a traffic stop. The vehicle complied near Subway in the 2900 block of Gallia Street.
Sheriff Thoroughman reported that the male suspect occupied the passenger-side of the vehicle, while the female driver was visibly distraught. Deputy Conley ordered the suspect to exit the vehicle, informing him of detainment. Initial non-compliance led to a physical struggle, during which the suspect attempted to assault the deputy. The altercation caused damage to the cruiser, and both individuals eventually fell to the ground. Deputy Conley managed to restrain the suspect until backup arrived.
Both the suspect, identified as Immanuel Dewayne Manning, 31, of Columbus, and Deputy Conley were transported to Southern Ohio Medical Center for treatment and subsequently released. Manning now faces serious charges, including two counts of Kidnapping, Aggravated Burglary, Felonious Assault on a Police Officer, two counts of Assault, and Resisting Arrest. He is currently held on a $240,000 bond and is scheduled to appear in Portsmouth Municipal Court on Wednesday.
Sheriff Thoroughman expressed gratitude to the New Boston Police Department, Portsmouth Police, and Fire Departments for their assistance during the incident. He emphasized that the investigation is ongoing, with the possibility of additional charges being presented to the Scioto County Grand Jury at a later date.
