CHILLICOTHE, Ohio — City officials are launching an investigation into possible animal cruelty after a distressing scene was uncovered during a structure fire response at a home in the 800 block of Fleet Street. It happened on February 12.

Upon arrival at the scene, officers were met by the residents who were attempting to evacuate their homes amid the blaze. One resident was found inside, trying to rescue her dogs.

Officers, while aiding in the evacuation, made a shocking discovery: a dog kennel containing what appeared to be a pit bull mix, submerged in a large amount of fecal matter. The kennel was zip-tied shut, with no immediate access to food or water for the distressed canine.

Additionally, another mixed-breed dog was found tethered nearby, also exhibiting signs of neglect.

One of the residents claimed she had been trying to find a new home for the caged dog, obtained from her brother two weeks prior.

However, neglectful conditions persisted. Per the police report, the live-in boyfriend, who admitted to advising the other resident to clean the kennel.

Upon notification, the Ross County Dog Warden

responded to the scene, removing the distressed animals and initiating cruelty to animal charges against the owners.

The case remains under investigating.
