CHILLICOTHE, Ohio — A Chillicothe man faces drug paraphernalia charges after police found him in possession of a stolen recycling bin along with drug-related items on April 18, 2024.

Suspicious Activity

An officer on patrol observed Stephen McComis pulling a blue City of Chillicothe recycling bin in the area of N. Bridge Street and E. Second Street. When questioned, McComis claimed to have “borrowed” the bin from a homeless friend named “Ray.”

Evasive Behavior and Arrest

McComis exhibited suspicious behavior, prompting the officer to search him. During the search, a knife, a glass marijuana pipe, a grinder, and a glass “bubble” pipe with residue were discovered. McComis admitted to sometimes using the pipe to smoke drugs.

Charges and Evidence

McComis was charged with possession of drug paraphernalia and issued a summons to appear in Chillicothe Municipal Court on May 3rd, 2024. The drug paraphernalia, excluding the “bubble” pipe, was seized for destruction. The pipe was logged into evidence.

Stolen Recycling Bin

The blue recycling bin, identified by serial number, was seized and taken to an impound area for retrieval by the City of Chillicothe Service Department. The original owner of the bin remains unknown.
