PORTSMOUTH, Ohio – A pedestrian was fatally struck by a vehicle early Sunday morning on Route 23 near Feurt Hill Road in Scioto County. The Portsmouth Post of the Ohio State Highway Patrol reported receiving a call at 2:51 a.m. regarding the incident.

Nicholas Owens, 44, of Vanceburg, Kentucky, was walking in the southbound lanes of Route 23 when he was hit by a southbound 2013 Toyota Corolla. Owens was pronounced dead at the scene.

The driver of the vehicle, Nicholas R. Caldwell, 25, of Garrison, Kentucky, along with a passenger, Savannah S., were treated for injuries at the scene.

The investigation into the circumstances surrounding the collision is ongoing.
