CHILLICOTHE, Ohio – A local community advocate has accused Ross County law enforcement of failing to address threats against her, according to recent statements and police reports. “I am a Black American female living in a town that can’t get any police help,” the advocate said.
The Guardian, which has previously reported on an alleged murder-for-hire plot reportedly involving former Chillicothe physician assistant Rufus Lowman Jr., received a police report from the Ross County Sheriff’s Office detailing the advocate’s concerns. The advocate, who requested anonymity for privacy reasons, expressed fear for her safety and criticized local authorities for not adequately responding to her complaints.
On June 29, 2024, a detective from the Ross County Sheriff’s Office was dispatched to South Mulberry Street to investigate a harassment complaint filed by the advocate. She reported that despite numerous attempts to report threats, local law enforcement had not taken appropriate action.
The advocate operates Cheryl’s House of Hope, a sober living home, and has alleged that Lowman Jr. has engaged in harassment since she filed a complaint with the Ohio Pharmacy Board. This complaint led to the suspension of Lowman’s physician assistant license in May 2024 due to allegations of illegally prescribing narcotics. The advocate also expressed concerns that Lowman Jr. might be using voodoo against her and has made defamatory statements about her.
The Guardian has extensively reported on the allegations against Lowman Jr., who has been under investigation since 2015 for child rape. Despite the existence of an alleged audio confession, no criminal charges have been filed. Investigators in Florida, where some of the alleged crimes took place, have also initiated their own investigation into Lowman Jr. The same detective who has been reportedly investigating Lowman since 2015 is also the same detective who responded to the local community advocate’s harassment complaint.
While the police report does not document direct threats of physical harm or property damage, the advocate remains apprehensive due to the ongoing harassment and threats she has reported.
