CHILLICOTHE, Ohio — The Ross County Sheriff’s Office introduced a new mascot at the Ross County Fair this week, sparking both community engagement and questions about the cost associated with the creation of the character. The mascot, a costume caricature inspired by the late Lt. Mont Steele, was unveiled by the Sheriff’s Office, paying homage to the son-in-law of current Sheriff George Lavender.
Fairgoers had the opportunity to pose for photos with the mascot, which quickly became a popular attraction. However, the cost of creating the costume has raised eyebrows among some residents.
According to a Ross County Asset Acquisition Form obtained from the Ross County Auditor’s Office, the mascot cost nearly $8,000. The form was signed by Ross County Chief Deputy T.J. Hollis. The funds for the mascot were drawn from the Sheriff’s discretionary Furtherance of Justice (FOJ) account, which is intended to cover expenses related to the sheriff’s official duties.
Jeff Lehner, the Ross County Auditor, commented on the funding source, stating, “We do not have payment-related records here as the invoice(s) in question appear to have been paid from the Sheriff’s discretionary FOJ account (see ORC 325.071). Payments from this account do not pass through ordinary channels (Commissioners & Auditor) for approval.”
The Ohio Revised Code permits sheriffs to use the FOJ account for expenses incurred in the performance of their official duties and in the furtherance of justice.
The decision to use Lt. Steele as the inspiration for the mascot was explained by Ross County Deputy Sgt. Josh Shears in a social media post. “Lt. Steele was brought to mind as the official mascot because, in a sense, we believe that it would keep him alive,” Sgt. Shears wrote.
Sheriff Lavender publicly acknowledged Sgt. Shears’ post, expressing gratitude for his thoughtful explanation. “I would like to thank Sergeant Shears for putting our thoughts into words. Josh, you are one of my best deputies, a promising leader, and better with words than I ever will be,” Lavender said.
The new mascot is expected to make further appearances at community events.
