ROSS COUNTY, Ohio — Two people in Ross County were arrested after a teenage girl was found zip-tied to a bed.

On Thursday, August 8, just before 8 a.m., Sgt. Champion was dispatched to 270 Water St. in Richmond Dale, Ross County, for a welfare check.

According to the sheriff’s office, a man called dispatch and stated that his daughter had received a text message from a friend stating that her 12-year-old sister was tied to a bed by their mother.

The preliminary report indicates that when deputies arrived on the scene, they found the girl zip-tied to a headboard.

Deputies were able to free the girl from her restraints.

The children found inside the home were taken into custody by Children Services.

The mother, identified as Samantha Jo Stilson, and her boyfriend, Wesley Boyer, were arrested and taken into custody. They remain in jail at this hour.

Stilson has been charged with kidnapping with a terror specification and felony child abuse with a torture specification. Boyer faces complicity to those charges.

Officials say the investigation is ongoing. The Guardian will update this story once new details are released.
