CIRCLEVILLE, Ohio — In response to recent leadership controversies, the Circleville City Council has approved hiring an external consultant to conduct a comprehensive review of the police department. This decision follows a series of upheavals involving the department’s top officials.
The turmoil began in March when former police chief Shawn Baer was placed on leave, followed by the suspension of acting chief Doug Davis shortly after. Both officials resigned in April amid allegations of misconduct and harassment. Recently, acting deputy chief Jon Farrelly was also placed on administrative leave due to accusations of soliciting sex from a citizen while in uniform.
Circleville Mayor Michelle Blanton emphasized the critical need for an independent assessment of the department’s operations.
The consultant is tasked with a detailed evaluation of the police department and will deliver a report to the City Council within 45 days.
