SCIOTO COUNTY, Ohio — On September 3, 2024, the Scioto County Sheriff’s Office was notified by the FBI about an investigation revealing adults discussing sexual relations with children and possessing child pornography. The FBI’s probe led to the identification of suspects and their residence at 4594 Old Scioto Trail, Portsmouth, OH.
Detectives, working with the Scioto County Prosecutor’s Office Special Victims Unit and Scioto County Children Services, interviewed two male suspects at the address and seized two cell phones. They also discovered a stolen dog at the residence.
Richard Joshua Dane Patrick Buck, 28, and Keith Ray Starrett, 32, both of Portsmouth, were arrested and charged with six counts of Pandering Sexually Oriented Matter Involving a Minor. Starrett is held on a $120,000 bond, while Buck remains without bond due to a probation hold. Both appeared in court on September 5, 2024. The investigation is ongoing, with additional charges expected, including for the stolen dog.
