ROSS COUNTY, Ohio — There were a few contested races in Ross County countywide, but none that were expected to be any bombshells. Republicans were expected to sweep the slate. Two closely watched races included county recorder, where Kathy Dunn, a Democrat has held the position for decades and who was being challenged by a Republican.
Another race was not raising much concern in the county until recently when it made a mark in the last month: that race was for county commission between Republican James “Oody” Lowe and Democrat Welcome Stoekin. Lowe, the incumbent, faced controversy last month when he passed a controversial piece of legislation that would enact zoning restrictions on those who live outside of the city limits. Countless county residents rebelled and voiced their concerns, with thousands signing an online petition and hundreds showing up to a commission meeting. The measure was ultimately rescinded by the commission and Lowe backpedaled, blaming the news media. He later issued a letter apologizing to the people.
