CHILLICOTHE, Ohio — Ohio Governor Mike DeWine has taken swift action in response to Pixelle Specialty Solutions’ decision to close its Chillicothe paper mill, a century-old facility employing 826 workers. Expressing deep disappointment, DeWine emphasized the mill’s historical significance and its role in providing generational jobs for the community.
“I am extremely disappointed in the decision made by Pixelle,” said Governor DeWine. “The paper mill in Chillicothe has been in operation more than 100 years, providing good jobs for the community for generations.”

To support affected employees, DeWine directed the Ohio Department of Job and Family Services (ODJFS) to immediately deploy its Rapid Response team. The team is coordinating with Pixelle to organize sessions informing workers about unemployment benefits, free reemployment services, and job opportunities available through OhioMeansJobs.com and local OhioMeansJobs Centers. “We are getting to work right away,” said ODJFS Director Matt Damschroder, highlighting the state’s commitment to helping workers transition to new employment.
Additionally, DeWine tasked JobsOhio and Ohio Southeast Economic Development (OhioSE) with assessing the 400-acre Ross County site and assisting Pixelle in marketing it to potential buyers. These partners are also collaborating with Pixelle’s supply chain businesses to explore new sales opportunities within Ohio, aiming to mitigate the closure’s broader economic impact.
