CHILLICOTHE, Ohio — A former office manager at a now-closed Chillicothe medical clinic has been sentenced to prison after pleading guilty last month to stealing thousands of dollars from two disabled adults, according to court records.
Rebecca J. Poling, who previously worked as office manager at Rose Medical Clinic, was indicted in December 2024 on two felony counts of theft from a protected class.
According to the indictment, Poling was accused of taking property belonging to a disabled adult between Dec. 1, 2019, and June 30, 2022, with the value of the loss totaling between $7,500 and $37,500. A second count alleged she knowingly took property valued between $1,000 and $7,500 from another disabled adult between April 1, 2022, and July 31, 2022.
Poling later pleaded guilty to both counts.
Ross County Common Pleas Court records show that on Feb. 11, 2026, a judge sentenced Poling to 36 months in prison on the first count and 12 months on the second. The sentences are to be served consecutively.
The court also ordered restitution totaling $39,783.24.
Poling received credit for five days already served in jail.
Poling worked at Rose Medical Clinic, a Chillicothe practice operated by physician assistant Rufus Lowman. The clinic has since closed amid a series of investigations and allegations involving Lowman.
Lowman’s medical license was permanently revoked by the Ohio Medical Board in 2024 after authorities said he improperly prescribed Schedule II controlled substances to patients without required supervision.
Lowman was later arrested on a Florida warrant accusing him of child sexual abuse crimes.
Poling is eligible for early release in 2030.
