CHILLICOTHE, Ohio — The Ross County Grand Jury met Friday and returned indictments on all 29 cases brought before it, issuing true bills across the board, court records show.

Nine of the 29 cases remain open, meaning those defendants have not yet been taken into custody.

Among the cases indicted Friday:

Nicholas M. Chabot, 38, of Hilliard, was indicted on three counts stemming from a January 6, 2026 incident — compelling prostitution, attempted unlawful sexual conduct with a minor, and possession of cocaine. The most serious charge, compelling prostitution, is a third-degree felony.

Javon T. Stotridge-Beverly, 25, of Chillicothe, was indicted on robbery and two counts of abduction in connection with a January 31, 2026 incident. The robbery charge is a second-degree felony carrying up to eight years in prison.

Raymond C. Colburn, 34, of Waverly, was indicted on two counts of felonious assault and domestic violence related to a February 8, 2026 incident. The assault counts are second-degree felonies.

Preston L. Colter, 32, of Chillicothe, was indicted on a second-degree felony burglary charge stemming from a December 23, 2025 incident.

Amanda P. Rue, 40, of Chillicothe, was indicted on intimidation, assault, and obstructing official business charges related to a February 2, 2026 incident.

Amanda D. Rooker, 33, of Chillicothe, faces charges of tampering with evidence and aggravated possession of drugs from a February 2, 2026 incident.

David W. Nichols, 39, of Waverly, was indicted on a fourth-degree felony grand theft of a motor vehicle charge related to an August 2025 incident.

Ahmet Ozgun, 34, of Dayton, was indicted on attempted grand theft of a motor vehicle and aggravated possession of drugs stemming from a December 9, 2025 incident.

Stephen Spencer, listed as homeless out of Chillicothe, was indicted on a fifth-degree felony vandalism charge from a January 23, 2026 incident.

Indictments are formal charges and not proof of guilt. All defendants are presumed innocent unless convicted in a court of law.
