CHILLICOTHE, Ohio — Two Chillicothe residents were arrested by the United States Marshals Service and face third-degree felony charges for allegedly conveying drugs into a detention facility, according to Ross County Court of Common Pleas records.
Darrell M. Phipps II, 45, and Christine J. Manbevers, 47, both of Watson Road, were each indicted Dec. 12, 2025, on one count of illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, according to court documents.
Both defendants are accused of knowingly conveying or attempting to “convey a drug of abuse onto the grounds of a detention facility on or about Jan. 2, 2025,” according to the indictments filed by Ross County Prosecuting Attorney Jeffrey C. Marks.
Warrants were issued for both defendants on Dec. 12, 2025, according to court dockets. The warrants were served by the Ross County Sheriff’s Office on March 26, 2026, after the defendants were arrested by the United States Marshals Service, according to court records.
Both Phipps and Manbevers were arraigned Thursday via video before Ross County Common Pleas Judge Michael M. Ater, according to court dockets.
Phipps is scheduled for a pre-trial hearing at 3:30 p.m. on April 27, according to court records. Manbevers is scheduled for a pre-trial hearing at 10:15 a.m. April 24, according to court records.
Under Ohio law, illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility is a third-degree felony punishable by up to 36 months in prison.
Both defendants are presumed innocent unless proven guilty in a court of law.
