CIRCLEVILLE, Ohio — Circleville City Council has adopted the 2025 Ohio Fire Code through an emergency ordinance, replacing the fire-safety standard the city had used since 2017, effective immediately.
Council passed the measure, Ordinance No. 07-33-2026, on July 14, amending Section 1501.01 of the city’s codified ordinances, according to the ordinance. Mayor Michelle L. Blanton approved the ordinance the same day.
The ordinance adopts the 2025 edition of the Ohio Fire Code as established by the Ohio Division of the State Fire Marshal within the Ohio Department of Commerce, as published in Division 1301:7-7-01 through 1301:7-7-80 of the Ohio Administrative Code, according to the ordinance. The updated code now governs fire-safety enforcement within city limits, replacing the 2017 edition council had previously adopted.
Any portion of prior city ordinances that conflicts with the new code is repealed, while all other sections of the city’s codified ordinances remain in force, the ordinance states.
Council declared the change an emergency measure, citing the immediate need to ensure the fire code’s enforceability for the protection of public peace, health and safety. That designation allowed the ordinance to take effect immediately upon passage and Blanton’s approval, rather than after the standard waiting period. Law Director Kendra C. Kinney approved the ordinance as to form.
