CIRCLEVILLE, Ohio — Circleville City Council adopted the city’s budget for the 2027 fiscal year during its July 14 meeting, submitting the spending plan to the Pickaway County auditor for certification.
Ordinance No. 07-36-2026 sets general fund revenue for 2027 at an estimated $9.58 million, with general fund expenditures projected at about the same amount, according to the budget submitted to the county. Mayor Michelle Blanton approved the ordinance July 15.
The budget covers all of the city’s governmental, proprietary and fiduciary funds. Citywide, the plan lists roughly $52.6 million available for expenditures across all funds for the year, including enterprise operations such as the city’s water and sewer systems, with an estimated $11.5 million unencumbered balance projected to remain by the end of 2027, the submission shows.
Under the ordinance, the tentative budget was made available for public inspection for at least 10 days at the offices of the city auditor and clerk of council, and the city held a public hearing on the budget after publishing notice at least 10 days in advance, as required by state law. The budget summary lists a total property tax request of 4 mills for city operations — 3.4 mills for the general fund and 0.6 mills for the police and fire pension fund.
The ordinance directs the clerk of council to certify a copy of the budget, along with a copy of the ordinance, and transmit both to the Pickaway County auditor for consideration by the county budget commission.
