HILLSBORO, Ohio — An 18-year-old Highland County man was arrested Tuesday after a contractor discovered broken windows and blood at a home in the 2400 block of State Route 138, the Highland County Sheriff’s Office said.
The sheriff’s office received a 911 call at approximately 11:40 a.m. from a contractor who had arrived at the job site and found the damage, according to the release. Following dispatch instructions, the contractor remained outside the residence and did not go in.

Deputies and detectives responded to the scene to begin a criminal investigation and found significant damage inside the home, the sheriff’s office said. While processing the scene for evidence, investigators discovered personal items the suspect had left behind.
Using that evidence along with video surveillance footage, detectives identified the suspect as Noah Otis Chapman, 18, according to the release. Chapman was located at his residence a short time later, arrested and taken to the Highland County Justice Center.
Suspects are presumed innocent unless proven guilty in court.
