CHILLICOTHE, Ohio — A seemingly routine neighbor dispute involving loud motorcycles escalated into a tense standoff and ultimately an arrest on Gilmore St. Saturday evening.
According to police reports, officers were called to the scene after reports of a man brandishing a firearm at a group of motorcyclists. Upon arrival, officers spoke with both parties involved.
The motorcyclists claimed that homeowner, Scott Kemp, emerged from his residence yelling and brandished a handgun and later an assault rifle at them from his porch. One rider alleged that Kemp even threw a piece of wood at him.
Kemp, on the other hand, presented a different perspective. He stated his frustration with the motorcyclists repeatedly speeding down the street and confronted them to slow down. However, according to Kemp, the situation escalated when the motorcyclists approached his residence threatening violence, prompting him to display his firearms in self-defense.
Witness testimony and video evidence obtained from a resident appeared to corroborate parts of both accounts. The video showed the motorcyclists walking towards Kemp’s residence while he stood on the porch. One rider, the police report said, could be heard yelling obscenities and brandishing a knife, which was later passed to another rider.
The video did not capture the alleged display of the assault rifle by Kemp. However, the video reportedly showed a piece of wood in the street, with both sides offering conflicting narratives on who threw it.
Following an investigation, police determined the incident appeared to be a mutual confrontation. While no firearms were discharged, all parties involved were issued warnings for disorderly conduct.
The situation took an unexpected turn later that evening when officers were dispatched back to the same location. This time, they found Kemp outside his residence, apparently intoxicated and belligerent. Witnesses reported him yelling and approaching another neighbor’s house before returning to his own residence.
Upon contact with officers, Kemp attempted to reach into his pockets. A pat-down revealed a concealed firearm and ammunition. Kemp was subsequently arrested for disorderly conduct persisting and weapons while intoxicated.
