William R. “Billy Ray” Turner, Sr., age 78 of Hillsboro, loving husband, father, and grandfather passed away Monday, February 20, 2023 at his home. 

He was born to John and Rena (Ballard) Turner on November 21, 1944 in Lebanon, Ohio where Billy Ray was raised and went on to join the United States Air Force in 1962. After serving four years stationed at Homestead Air Force Base in Florida and various bases around the world, he returned to Ohio and was an independent contractor who built homes until retirement. 

Billy Ray was preceded in death by his parents; wife Judith Turner; daughter Shawn Bishop; and grandson Jacob Turner. 

He is survived by his wife of thirty-three years, Anna Turner; son William “Dusty” (Kelly) Turner, Jr., his children Dustin and Jessica (Tyler), bonus children Kay Neugebauer, Richard (Karen) Spaniard, Sheri (Bobby) Yonenaka, Melissa (Josh) Barbo, Staci (Brandon) Kopp; siblings Reva Elliott, Roy Turner, Bert Turner, and Joseph Turner; and many grandchildren and great grandchildren.  

He was a member and board member of Common Ground Community Church of Hillsboro.  

Family and friends are welcome to attend a Celebration of Life, which will be held at 3:00 p.m. March 18th at Common Ground Community Church, 7406 Mad River Rd., Hillsboro, Ohio 45133. The family encourages those attending dress “Billy Ray” casual.
