Despite the severity of his injuries, Osborne remained conscious as other trainees administered aid. The caller confirms that Osborne was bleeding and had sustained a gunshot wound to the chest. Efforts to provide medical assistance were underway, with CPR being performed on Osborne as he was prepared for transport.

As the dispatcher coordinates with emergency services, the caller provides additional details about Osborne’s condition and location within the facility. The urgency of the situation is tense as responders scramble to reach Osborne and provide the necessary medical attention.

Tragically, despite the efforts of those at the scene, Osborne’s injuries proved fatal. He was transported to Mount Carmel in Grove City by a personal vehicle, where he was pronounced dead upon arrival.

“Lt. Osborne was a beloved 13-year employee at SOCF.  He was on SOCF’s honor guard, SRT, and the statewide STAR team.  His SOCF family named him their employee of the year just last week,” said ODRC Director Annette Chambers-Smith. “The Ohio State Highway Patrol Member Support Team and the ODRC Employee Support Teams have been activated and have been with our staff throughout the day.  This appears to have been a tragic accident, and the Ohio State Highway Patrol is investigating.”

As the investigation into the incident continues, authorities are faced with the difficult task of piecing together the events leading up to the shooting. Ohio State Highway Patrol is spearheading the investigation.
