COLUMBUS, Ohio — Ohio saw a bustling start to recreational marijuana sales on Tuesday as 98 dispensaries across the state opened their doors to adult-use customers, well ahead of the September 7 deadline mandated by a November 2023 voter-approved initiative.
The early launch reflects the state’s smooth transition from its existing medical marijuana program to a broader adult-use market. Dispensaries that received their Certificate of Operation (COO) are authorized to sell both medical and recreational cannabis. However, not all dispensaries began sales immediately; some are still finalizing staffing, inventory, and operational considerations.
James Canepa, Superintendent of the Division of Cannabis Control, credited the existing medical marijuana infrastructure for expediting the process. “Since existing licensees had already met stringent requirements of that program, we anticipated this process to be rather smooth. They had already undergone many of the comprehensive checks as part of that process,” Canepa said.
To qualify for a COO, dispensaries must demonstrate compliance with tax regulations, secure and operational systems, adequate inventory for medical patients, and up-to-date employee training and badging.
The Division is also processing applications for additional locations, known as 10(B) dispensaries, which will be operational over the coming months and years. By September 2026, the Division will review demand and access data to assess the need for further expansions.
