PORTSMOUTH, Ohio — Scioto County Prosecuting Attorney Shane A. Tieman announced that the September term of the Scioto County Grand Jury met on September 27, 2024, and returned 24 public indictments. The indictments encompass a range of charges, including drug trafficking and possession, theft, weapons offenses, and other felonies.
Among those indicted are:
- Randi Davis, 35, of Portsmouth, charged with trafficking and possession of a fentanyl-related compound, aggravated trafficking and possession of drugs, possessing criminal tools, and two counts of having weapons while under disability.
- Kristin Kinnison, 49, of Portsmouth, indicted on charges of trafficking and possession of a fentanyl-related compound, aggravated trafficking and possession of drugs, possessing criminal tools, and having weapons while under disability.
- Michael Harris, 62, of Portsmouth, facing charges of trafficking and possession of a fentanyl-related compound, aggravated trafficking and possession of drugs, possessing criminal tools, and two counts of having weapons while under disability.
- Larry Cooper, 34, of Otway, indicted on a theft charge.
- Terrance Conner, 29, of Portsmouth, charged with aggravated trafficking and possession of drugs, and possessing criminal tools.
- Douglas Wood, 37, of Portsmouth, facing three counts of theft, one count of misdemeanor theft, and seven counts of telecommunications fraud.
- Estel Harr, 67, of Portsmouth, indicted on aggravated possession of drugs and illegal use or possession of drug paraphernalia.
- Roy Bryant, 47, of Portsmouth, charged with two counts of violating a protection order and one count of domestic violence.
- Christina Scott, 37, of Portsmouth, indicted on aggravated possession of drugs.
- Richard Pancake, 40, of West Portsmouth, charged with aggravated possession of drugs.
- Rebecca James, 46, of Portsmouth, facing two counts of having weapons while under disability.
- Adam Davis, 30, of Portsmouth, indicted on two counts of having weapons while under disability.
- Norman Davis, 74, of Portsmouth, charged with two counts of having weapons while under disability.
- James McQuithy, 49, of Portsmouth, facing three counts of having weapons while under disability.
- Phillip Ratcliff, 47, of Portsmouth, indicted on possession of a fentanyl-related compound and possession of drugs.
- Brian Webb, 52, of McDermott, charged with possession of cocaine.
- Mitchell Waring III, 48, of Portsmouth, facing multiple charges including trafficking and possession of a fentanyl-related compound, trafficking and possession of cocaine, aggravated trafficking and possession of drugs, two counts of having weapons while under disability, and possessing criminal tools.
- Raymond Wilkins, 45, of Portsmouth, indicted on charges of trafficking and possession of a fentanyl-related compound, trafficking and possession of cocaine, aggravated trafficking and possession of drugs, three counts of having weapons while under disability, and possessing criminal tools.
- Michelle Morr, 35, of Ashland, Ohio, charged with grand theft of a motor vehicle.
- Derek Radabaugh, 33, of Lucasville, indicted on two counts of breaking and entering.
- Donte Smith, 33, of Portsmouth, facing two counts of theft.
The indictments are part of ongoing efforts by local law enforcement to address drug-related activities and other crimes impacting the community. The Prosecutor’s Office emphasized that these indictments are merely formal charges and that all defendants are presumed innocent until proven guilty in a court of law.
