CIRCLEVILLE, Ohio — A man from Circleville — who has been convicted twice of child pornography — was arrested in a sting operation after allegedly trying to lure a young girl to have sex.
William Kisor, 56, of Circleville, was arrested Thursday outside a hotel on Columbus’ Southeast Side, according to federal court records. Kisor, who has a history of convictions for child pornography, was charged with attempted enticement of a minor.
Kisor was previously released from federal prison after serving over 11 years for a 2013 conviction related to child pornography. During his imprisonment, it was recommended by the court that he receive sex offender treatment.
Upon his release, Kisor resumed communication with an individual he believed to be a mother with three minor daughters. Unbeknownst to him, this person was an undercover federal agent. The agent had initially communicated with Kisor before his incarceration, and upon resuming contact, informed him of two additional daughters born during his time in prison.
Using the same email he used in 2012, Kisor verified his identity by sharing old photos from their previous exchanges. Over approximately 21 months, court records detail that Kisor engaged in extremely graphic and descriptive communications with the agent, under the guise that he was conversing with one of the children.
In these communications, Kisor expressed desires for an open, incestuous relationship with both the mother and her daughters. He also provided personal information, including his registered sex offender address in Circleville.
Despite being under supervised release conditions that prohibited contact with minors without judicial approval, Kisor confirmed he was aware of these restrictions but planned to meet the supposed family. He confessed to the agent that he had been to prison twice for similar offenses.
The arrest came about when Kisor agreed to meet the “family” at a Columbus hotel this week, where he was instead met by federal agents. He is currently detained, awaiting further judicial proceedings.
Kisor’s criminal history includes a 2003 conviction for child pornography, for which he served nine years, among a second conviction of the same.
