CHILLICOTHE, Ohio – Authorities have arrested Todd L. Parr in connection with a domestic violence incident reported on July 30, 2024, at the Quality Inn Hotel in Chillicothe. Parr, who was taken into custody by U.S. Marshals on November 22, faces multiple charges, including strangulation, criminal damaging, assault, domestic violence, and kidnapping, according to police reports.
Incident Details
Officers were initially dispatched to the Quality Inn at 20 N. Plaza Blvd. early on July 30 after a report of a domestic disturbance. Upon arrival, they found a woman in room 112 who appeared visibly distraught and injured.
According to the report, the woman alleged that Parr, her boyfriend, assaulted her after she allowed him into her room despite his not being permitted to know her location. She stated that Parr grabbed her by the neck, knocked her to the floor, and strangled her before punching her multiple times in the face and head.
A hotel employee reportedly heard the woman’s cries for help and notified the front desk, prompting Parr to flee on a bicycle. Officers patrolled the area but were unable to locate him.
The woman sustained injuries, including bumps on her scalp, and requested medical evaluation. She was treated on-site by medics and chose to drive herself to Adena Regional Medical Center for further care.
Photographs of her injuries were taken, and she was provided with victim assistance resources. Hotel staff were unable to access surveillance footage, and police initiated a warrant request for Parr’s arrest.
Arrest and Pending Court Appearance
On November 22, law enforcement located Parr with the assistance of U.S. Marshals. He was taken into custody on active warrants related to the July incident and other cases from multiple agencies, including the Ross County Sheriff’s Office and Highland County.
Parr was transported to the Ross County Jail, where he was served with warrants for strangulation, criminal damaging, assault, domestic violence, and kidnapping stemming from the Quality Inn case. Additional warrants from other jurisdictions were also served.
Parr remains in custody.
