CHILLICOTHE, Ohio — The Chillicothe Police Department has released details about a November 26 drug raid at 288 Arch Street, where 23-year-old Jayzel Lemar Howard was arrested on multiple felony drug and weapons charges. The report, finalized on December 18, has raised questions about the timeliness of public disclosures in cases involving serious criminal allegations.

Details of the November 26 Raid

The high-risk search warrant was executed with the assistance of the Chillicothe Police SWAT team. Police reported seizing a firearm and substances suspected to be cocaine, methamphetamine, and psilocybin from the residence. According to the report, Howard admitted to possessing the firearm, as well as selling and possessing the drugs.

Howard was arrested and charged with multiple offenses, including:

  • Trafficking in Drugs (Cocaine) – First-degree felony
  • Possession of Cocaine – First-degree felony
  • Aggravated Trafficking in Drugs – Second-degree felony
  • Aggravated Possession of Drugs – Second-degree felony
  • Having Weapons While Under Disability – Third-degree felony

Additional charges are pending the results of laboratory tests on the seized substances. The report also notes that the alleged drug trafficking occurred near the Chillicothe Intermediate School, which could enhance the charges against Howard.

Delayed Release of Information

The official report, detailing the incident and arrest, was not made publicly available until December 18—over three weeks after the raid. This delay follows a pattern of slow disclosures by the Chillicothe Police Department, prompting criticism from residents and transparency advocates.

SWAT Team and Raid Execution

The Chillicothe Police SWAT team provided additional details about the raid. Officers described making public announcements through a PA system and securing the home without incident. While no one was found inside the residence at the time of entry, officers observed Howard outside the home engaging in what appeared to be a drug transaction before he was taken into custody.

The raid was described as part of a coordinated effort to target drug activity in the area, particularly given its proximity to the Chillicothe Intermediate School.
