PORTSMOUTH, Ohio — Two individuals, including a juvenile, were arrested in connection with a shooting incident in West Portsmouth, Ohio, after threats were made and a shot was fired toward a residence, authorities said Tuesday.

Scioto County Sheriff David Thoroughman stated that on April 28, 2025, at 7:20 a.m., the 911 Communications Center received a call reporting threats at a home on Wolf Run Road. While deputies were en route, callers reported a silver Acura pulling up to the residence, with occupants making threats and one firing a shot from inside the vehicle toward the home.

Deputies located the suspect vehicle shortly after in a parking lot at Kendall Heights Apartments in Portsmouth. Detectives, along with Scioto County Sheriff’s Office deputies and Portsmouth Police Department officers, detained four individuals inside an apartment where the suspects were believed to be staying. Evidence related to the shooting was recovered from the apartment, Thoroughman said.

Ashton G. Goodman, 20, of Newark, Ohio, and a male juvenile were arrested. Both face charges of improperly discharging a firearm at or into a habitation, a second-degree felony, and improperly handling firearms in a motor vehicle, a fourth-degree felony. Goodman appeared in Portsmouth Municipal Court on April 29, 2025, and is being held on a $25,000 bond. The juvenile is detained at the Ross County Juvenile Detention Center.

“This is still an ongoing investigation that could result in more charges being presented to the Scioto County Grand Jury at a later date,” Thoroughman said, thanking the Portsmouth Police Department and PMHA Security for their assistance.
