CHILLICOTHE, Ohio — The Ohio Environmental Protection Agency has approved a construction stormwater permit for the planned Great Seal Medical Center on River Road in Chillicothe, clearing the way for site work to begin on the 47‑acre development.
The permit, issued Jan. 16, authorizes stormwater discharges associated with construction activity under the state’s National Pollutant Discharge Elimination System program. The approval allows the project’s operators to begin earth‑moving and related work as long as they comply with the general permit’s erosion‑ and sediment‑control requirements. The authorization remains in effect through April 2028.
The site, located in Green Township outside Chillicothe city limits, is owned by CohenOrthopedic, LLC.
Local officials have previously described the broader development as a multi‑phase project that may also include sports fields, a hotel, and additional commercial or community facilities. The land has been marketed as a future mixed‑use complex intended to expand healthcare access and create new recreational and economic opportunities in Ross County.

The Great Seal Medical Group, an independent physician organization made up of several local and regional doctors, is expected to occupy part of the medical office building. The group has said the facility will house multi‑specialty clinics and offer same‑day or next‑day appointments.
The EPA’s approval applies only to stormwater discharges during construction. Any placement of fill material into regulated waters would require additional state or federal permits.
