Debra Kay Shuff Horner, 60, of Wheelersburg, passed away peacefully on Monday, September 14, 2026, at Southern Ohio Medical Center in Portsmouth. She was born on February 13, 1966, in Portsmouth, a daughter of Dell and Sharon Shuff of Wheelersburg.
Debra was a loving wife, mother, grandmother, sister, and friend whose family was the center of her world. She treasured every moment spent with her children and grandchildren and took great pride in the memories they made together. She will be remembered for her caring heart, her love of family, and the warmth she brought to the lives of those around her.
Debra was the former owner of "Barely Used Treasures" in Sciotoville. She had a special talent for sewing and found joy and fulfillment in creating things with her hands. Her creativity, generosity, and love for the people in her life will be deeply missed.
She is survived by her devoted husband, John L. Horner II; two daughters, Megan Michelle (Darrell) O’Neil of Coal Grove and Kayla Nicole Moore of Wheelersburg; one sister, Karen (Johnny) Turvey of Wheelersburg; two brothers, Lonnie Shuff and James Shuff, both of Wheelersburg; and six grandchildren, Mason, Memphis, and Meadow Jones of Coal Grove, and Kaylee, Savannah, and Anthony Moore of Wheelersburg.
Debra was preceded in death by her beloved daughter, Jessica Dawn Horner.
Debra leaves behind a lifetime of love in the hearts of her family and all who knew her. Though she will be deeply missed, her memory will live on through her children, grandchildren, and the many lives she touched. Her love, laughter, creativity, and devotion to her family will remain a lasting part of those who were fortunate enough to know and love her.
Funeral Service is Thursday, September 17, 2026, 1:00 PM, D.W. Swick & Son Funeral and Cremation Services in South Webster, Pastor Ronnie Rawlins officiating, interment to follow at South Webster Cemetery. Visitation will be 11:00 AM – 1:00 PM, prior to the service at the Funeral Home.
