CHILLICOTHE, Ohio — The Chillicothe City Council will convene tonight at 7:00 PM for its regular session at 26 South Paint Street, with a packed agenda featuring critical discussions on street repairs, public funding appropriations, and upcoming infrastructure projects.

Final Vote on Street Repair Funding
Council will hold the third and final reading of a resolution proposing an amendment to the City’s Codified Ordinances to extend the existing 0.2% income tax levy for another 10 years—from January 1, 2026, through December 31, 2035. If approved, the measure will appear on the November 4, 2025, ballot for voters to decide. The levy, which is set to expire at the end of 2025, would continue to fund street paving, repairs, and infrastructure improvements throughout the city.
Final Vote on Opioid Settlement Allocation
Also up for final reading is an ordinance appropriating $50,000 from the One Ohio Opioid Settlement to support the Ross County Community Action Commission.
Second Reading: Roof Repairs for City Property
Council will hold a second reading on an ordinance appropriating $276,050.65 from the Public Entities Pool of Ohio to fund roof repairs at 400 East Seventh Street, a city-owned property. Given the structural concerns, this measure has been classified as an emergency appropriation.
First Readings: New Measures for Consideration
Several new resolutions and ordinances will receive their first reading, including:
- ODOT Resurfacing Project: Council will review a resolution consenting to the Ohio Department of Transportation’s (ODOT) plan to resurface a section of U.S. 50 running through Chillicothe, starting at South Watt Street.
- Traffic Controller Purchase for Bridge Street Project: An ordinance seeking approval to appropriate funds for the purchase of two traffic controllers necessary for ODOT’s Bridge Street Project.
- Public Transit Funding Applications: A resolution authorizing city officials to apply for Ohio Public Works Commission (OPWC) grants for 2026 and pursue federal and state transit grants for SFY 2027 to support bus services and infrastructure improvements.
- $20,000 Assistance House Funding: Council will consider an ordinance appropriating $20,000 from the general fund to support the Assistance House of Ross County, a nonprofit providing aid to low-income residents.
- Police Training Reimbursement: An ordinance accepting $37,517.03 from the Ohio Attorney General’s Office to reimburse police training expenses.
- CDBG Administration Proposal: A resolution allowing the mayor to issue a Request for Proposals (RFP) to find a firm to administer the PY2025 & PY2026 Community Development Block Grant (CDBG) programs.
