CHILLICOTHE, Ohio — Chillicothe City Council authorized the issuance of up to $250,000 in bonds to buy four new police vehicles and set a $50,000 salary for a newly created Municipal Court staff position during its June 22 session, according to meeting minutes.
Council waived its standard three-reading rule and passed the police vehicle bond ordinance under an emergency clause, meaning it took effect immediately, the minutes show. The Series 2026 bonds will help cover the cost of acquiring four police vehicles and related equipment.
Members also waived the three-reading rule to appropriate $50,000 for a new salary line item establishing compensation for the Chief Community Control Officer position within the Chillicothe Municipal Court’s probation department. Council created the position two weeks earlier, at its June 8 meeting, according to the minutes.
In addition, council waived the three-reading rule to authorize the municipal court to apply for Victims of Crime Act and State Victims Assistance Act grants for the 2027 Victim Witness Assistance Program. The ordinance also appropriates required matching funds and additional money for software, training, a victim advocate salary adjustment and health insurance, according to the minutes.
Council separately adopted a resolution appropriating $7,643 in local matching funds for the city’s participation in the Ohio Valley Regional Development Commission for fiscal year 2027.
Several funding measures held over from the council’s prior meeting also received final approval June 22, including appropriations for a citywide GPS vehicle tracking system, a capital reserve fund for refuse and recycling, and repayment of property taxes from the Downtown Redevelopment District fund, the minutes show.
