CIRCLEVILLE, Ohio — Christopher F. Green Jr. was sworn in Monday morning as the newest officer with the Circleville Police Department, joining the force as a lateral transfer hire with prior law enforcement experience.
Law Director Kendra Kinney administered the oath of office to Green at the Circleville City Administration Building, with his family and members of the city administration and Police Department on hand, the department said in a Facebook post.
“Officer Green joins CPD as a Lateral Transfer Police Officer and brings valuable experience, dedication, and a commitment to serving the community,” the department said in the post, adding that it looks forward to the contributions he will make while serving the citizens of Circleville.
Green joins the department through Circleville’s lateral transfer hiring pathway, which allows candidates who already hold Ohio Peace Officer certification and experience at another agency to apply directly rather than starting as entry-level recruits. Lateral hires can qualify for a higher starting pay rate based on their years of prior service, with the department’s police officer pay scale reaching up to $37.51 an hour as of Jan. 1, 2026, according to the city’s job postings, along with increased vacation accrual based on service credit.
Kinney, who has served as Circleville’s law director since early 2024 and is a Capital University Law School graduate, oversees the city’s misdemeanor-level prosecutions in addition to serving as the city’s chief legal officer.
Green’s hiring adds to a department that has worked to rebuild its ranks under Chief Kenny Fisher, a U.S. Marine Corps and Army Reserve veteran who was sworn in as chief in 2024 after previously serving as a sergeant with the department.
