CIRCLEVILLE, Ohio — Circleville City Council voted Tuesday to annex 369.62 acres of land into the city along Bell Station Road, clearing the last legal hurdle for a large subdivision planned on the city’s north side.
Council passed Ordinance No. 09.53.2026 as an expedited Type 1 annexation under Ohio law, following a petition landowners filed with the Pickaway County Board of Commissioners on May 14, according to the ordinance. Circleville and Circleville Township have an existing annexation cooperation agreement that allows petitions signed by 100% of property owners to move through the faster process.
The newly annexed land includes acreage held by the Dwight A. Imler Revocable Living Trust, tracts and subdivision lots tied to TD Van Camp as trustee, and a stretch of Norfolk Southern Railroad right of way, the ordinance states. The city’s Circleville/Circleville Township Joint Planning & Zoning Board recommended council accept the annexation after meeting July 15, according to the ordinance.
The vote clears the way for a proposed subdivision called Scioto Preserve, which city planning documents describe as including multifamily housing near a dog park and clubhouse with a pool, two sections of single-family homes, and stormwater retention ponds, buffer plantings and walking paths preserved along Dry Run creek.
Circleville’s Planning & Zoning Commission is scheduled to take up a preliminary planned unit development application for the site at 5:30 p.m. Oct. 7 in council chambers, according to the city.
Until the city takes on emergency service responsibilities for the new development, Circleville Township will remain responsible for fire and EMS coverage there, following the same pattern used for the nearby River Ridge subdivision on North Court Street, the city said.
