PORTSMOUTH, Ohio — The Scioto County Land Reutilization Corporation is accepting sealed bids on 16 vacant and tax-delinquent properties across the county, with submissions due by 4 p.m. Oct. 15.
The land bank, known as the SCLRC, is using a closed bid process for the properties, which carry minimum bids ranging from $1,210 for a vacant lot on Mabert Road to $10,570 for a property at 87 Old Union Road, according to a notice posted to Facebook by the Scioto County commissioners’ office.
Bid packets are available at the Land Bank office, located at the Scioto County Courthouse, 602 7th St., Room 405, in Portsmouth, or can be requested by emailing [email protected], the corporation said. Completed, sealed bids must be delivered to the commissioners’ office, Room 310, at the same courthouse address, by the deadline in order to be considered at the October board meeting.
The corporation said any bid submitted for the listed properties before Wednesday must be resubmitted using the required bid packet. Bids that are not sealed or that arrive with an incomplete packet will not be accepted, and the SCLRC board reserves the right to reject any or all submissions.
The properties up for bid are located on U.S. 23, Old Union Road, Woods Ridge, Pershing Avenue, Haig Avenue, 16th Street, John Street, Johnson Street, Mabert Road, May Street, Valley Street, Dale Street, High Street, state Route 73 in Otway, North Bend Avenue, 17th Street and Owensville Road, the notice said.
The SCLRC was incorporated in March 2016 under Chapter 1724 of the Ohio Revised Code, state law that allows counties to form nonprofit land banks to acquire, manage and repurpose vacant, abandoned and tax-foreclosed properties. Its board is chaired by Joey Sandlin, with Scottie Powell serving as vice chairman and Merit Smith, Dennis DeCamp and Sam Sutherland as members.
