PORTSMOUTH, Ohio — A Georgia man has been arrested and indicted in connection with the 2022 homicide of Chad Sissel, the Portsmouth Police Department announced.

Favio LJ Campa was taken into custody after a Scioto County grand jury returned secret indictments against him, according to a news release from the department signed by Deputy Chief Jason B. Hedrick. Campa was residing in Georgia at the time the indictments were handed down and is now being held in the Scioto County Jail.

Sissel was killed on Oct. 29, 2022, in the alley behind 1225 Linden Ave. in Portsmouth, police said. The case had remained unsolved for nearly four years.

Portsmouth Police Detective Shepherd identified a suspect in the homicide following what the department described as “a lengthy and thorough investigation.” The case was then presented to the Scioto County Grand Jury by the Office of Scioto County Prosecutor Shane Tieman.

Tieman has led the prosecutor’s office since he was appointed in July 2018 and was elected that November to finish the unexpired term, then reelected in 2020 to a full term, according to the office. Before taking the top position, he worked as a Portsmouth city prosecutor and later as an assistant prosecuting attorney under former Prosecutors Lynn Grimshaw and Mark Kuhn.

Campa has been charged with aggravated murder, murder, felonious assault and tampering with evidence, police said. He is expected to be arraigned at a later date in Scioto County Common Pleas Court.

Suspects are presumed innocent unless proven guilty in court.
