CIRCLEVILLE, Ohio — Circleville City Council voted Oct. 20 to tentatively award a $3.55 million contract to eliminate failing home septic systems and expand wastewater service to Darby Creek Excavating Inc., pending final state funding approval.

Resolution No. 10.68-2026, passed as an emergency measure, authorizes the city’s director of public service to apply for a construction loan through Ohio’s Water Pollution Control Loan Fund (WPCLF), a program jointly administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority, to pay for what the city calls its Home Septic Treatment System Elimination Project. Darby Creek Excavating submitted the winning bid, at $3,549,000, according to the resolution.

The wastewater facility improvements were previously designed by engineering firm Strand Associates. Council had already authorized the city in August to apply for a WPCLF loan for the project; Tuesday’s resolution moves it forward by naming the winning contractor and formally designating the city’s Sanitary Sewer Fund Account 920 as the source for repaying the loan.

Council declared the resolution an emergency, citing the need to meet loan commission deadlines, allowing it to take effect immediately upon passage and approval.
