CIRCLEVILLE, Ohio — Circleville City Council voted Oct. 20 to tentatively award a $4.84 million contract to rebuild aging water lines on the city’s north side to JLD Construction Services LLC, pending final state funding approval.

Resolution No. 10.67-2026, passed as an emergency measure, authorizes the city’s director of public service to apply for a construction loan through Ohio’s Water Supply Revolving Loan Account (WSRLA) program, a fund jointly administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority, to pay for the North End Waterline and Paving Capital Improvements project, Phase 1. JLD Construction Services submitted the lowest and best bid, at $4,837,881.25, according to the resolution.

The project covers new water facilities previously designed by engineering firm Strand Associates. Council had already authorized the city in August to apply for a WSRLA loan to rebuild water lines on Atwater Avenue, Lincoln Drive, Dartmouth Road, Pershing Drive and Sunshine Street; Tuesday’s resolution moves the project forward by naming the winning contractor and formally designating the city’s Water Maintenance and Distribution Fund Account 819 as the source for repaying the loan.

Council declared the resolution an emergency, citing the need to meet loan commission deadlines, allowing it to take effect immediately upon passage and approval.
