CIRCLEVILLE, Ohio — Circleville City Council cleared the way for the city to borrow state money to eliminate home septic systems and expand wastewater service, passing emergency legislation Aug. 4.
Resolution No. 08.44-2026 authorizes the director of public service to apply for, accept and enter into a construction loan agreement through Ohio’s Water Pollution Control Loan Fund (WPCLF) for what the city is calling its Home Septic Treatment System Elimination Project. The fund is jointly administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.
The resolution designates the city’s Sanitary Sewer Fund Account 920 as the dedicated source for repaying the loan, a requirement of the WPCLF program.
Engineering firm Strand Associates has already designed the wastewater facility improvements the loan would help build, according to the resolution.
Council declared the measure an emergency, stating the city needed authorization in place ahead of deadlines set by the loan commission, allowing the resolution to take effect immediately upon passage and approval.
