CIRCLEVILLE, Ohio — Circleville City Council cleared the way for the city to borrow state money to rebuild aging water lines on the city’s north side, passing emergency legislation Aug. 4.
Resolution No. 08.45-2026 authorizes the director of public service to apply for, accept and enter into a construction loan agreement through Ohio’s Water Supply Revolving Loan Account (WSRLA) program for new water facilities on Atwater Avenue, Lincoln Drive, Dartmouth Road, Pershing Drive and Sunshine Street, according to the resolution. The loan fund is jointly administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.
The resolution designates the city’s Water Maintenance and Distribution Fund Account 819 as the dedicated source for repaying the loan, a requirement of the WSRLA program.
Council declared the measure an emergency, stating the city needed authorization in place ahead of loan commission deadlines, allowing the resolution to take effect immediately upon passage and approval.
The Northside project is one of several water and sewer infrastructure loans council authorized at its Aug. 4 meeting, including a separate state loan to eliminate home septic systems and expand wastewater service elsewhere in the city.
