CIRCLEVILLE, Ohio — Circleville City Council cleared the way for the city to borrow state money to design new trunk sewer facilities as part of a wastewater regionalization effort, passing emergency legislation Aug. 4.
Resolution No. 08.47-2026 authorizes the director of public service to apply for, accept and enter into a design loan agreement through Ohio’s Water Pollution Control Loan Fund (WPCLF) for the new trunk sewer regionalization facilities, according to the resolution. The loan fund is jointly administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.
The resolution designates the city’s Sanitary Sewer Fund Account 920 as the dedicated source for repaying the loan, a requirement of the WPCLF program.
Council declared the measure an emergency, stating the city needed authorization in place ahead of loan commission deadlines, allowing the resolution to take effect immediately upon passage and approval.
The sewer regionalization design loan is one of several water and sewer infrastructure financing measures council authorized at its Aug. 4 meeting, including a separate state loan to eliminate home septic systems and expand wastewater service elsewhere in the city.
