CHILLICOTHE, Ohio — Ross County commissioners approved splitting Vandermark Lane between two property owners at their Aug. 31 meeting, resolving a right-of-way dispute that had stalled since summer, according to meeting minutes.
Commissioners David Glass and James Lowe voted to accept the county engineer’s recommendation on the road, with Commissioner Jack Everson absent. Under the plan, all right-of-way on the side of the road belonging to property owner Bruce will be vacated. A 30-foot-wide, 60-foot-long section near the center of the lane will stay public, preserving access for property owners Dailey and Bruce, the township, U.S. Mail carriers, trash collectors and other public services. The remaining portion on Dailey’s side, beyond that 60-foot section, will also be vacated. Anyone doing work on the vacated private sections that requires using the remaining public strip must get a permit from the county engineer’s office, which will also coordinate any township permits needed, the minutes said.
Commissioners had tabled the vacation request in July after holding a public hearing and an on-site viewing of the property, saying at the time they wanted to give Dailey and Bruce a chance to work out an agreement that wouldn’t require vacating the road.
In other business, commissioners approved a $355,624.91 payment to TAM Construction for completed work on the State Route 104 sewer project and a change order adding $14,005 to extend a sewer lateral to the Ross County Airport at 1498 Stone Road, according to the minutes.
The board also signed off on closeout paperwork for two federally funded runway projects at Ross County Shoemaker Airport: a $354,878 blast pad on Runway 5 and a $2.55 million rehabilitation and blast pad project on Runway 23, both substantially paid for with Federal Aviation Administration grant funds and completed last year.
