CHILLICOTHE, Ohio — Ross County authorities were dispatched to Speedway, located at 10 North Bridge Street, in response to a report of a person slumped over the steering wheel of a maroon Chevy Trailblazer. Upon arrival, authorities discovered a white male, later identified as Franklin Butterbaugh, slumped over in the vehicle.
After receiving no response from Butterbaugh, a woman knocked on the vehicle’s window, waking him up. Authorities then ran the license plate, which was found to be expired and registered to another person.
Due to previously known weapons possession by Butterbaugh, authorities asked him to exit the vehicle and placed him in a police cruiser due to the cold temperatures. As he exited the vehicle, authorities noticed a clear plastic baggie in his left hand, which he attempted to conceal in his waistband.
Butterbaugh denied having anything on him, but during a pat down, the baggie fell out of his pants. Authorities then discovered seven smaller baggies of unknown substances, including yellow capsules, a white crystal substance, white fine powder, green vegetation, and two purple powders, as well as unknown pills and a wrapped baggie with a hard case inside.
Butterbaugh was advised of his Miranda rights but did not provide any information about the substances. He was detained and transported to Ross County Jail on an APA holder.
The baggies and other items found in the vehicle were photographed and placed into evidence for later testing by the Bureau of Criminal Investigation. Butterbaugh may face charges of drug possession once the lab results are returned.
