PORTSMOUTH, Ohio — Scioto County Prosecutor Shane A. Tieman announced today that the May term of the Scioto County Grand Jury, which convened on July 19, 2024, has returned a total of 22 public indictments. The indictments cover a wide array of charges ranging from drug offenses to violent crimes.

Ezra Wright, 81, Lucasville, Ohio: Wright faces 12 counts of rape. This case involves multiple allegations of sexual assault, marking one of the most serious charges in this round of indictments.

Monica Francis, 33, Portsmouth, Ohio: Francis has been indicted for failure to appear as required by recognizance, a charge commonly associated with missing a scheduled court appearance.

William Waughtel, 38, Piketon, Ohio: Waughtel faces failure to appear as required by recognizance, similar to Francis, indicating a failure to attend a court-ordered appearance.

Rachel Elliott, 47, Maysville, KY: Elliott is charged with failure to appear as required by recognizance.

Nancy Stephens, 63, West Portsmouth, Ohio: Stephens has been indicted on two counts of grand theft of a motor vehicle.

Christopher McIntosh, 55, Riverbeach, FL: McIntosh is charged with escape, relating to an incident where he allegedly fled from custody.

Ronald Swords, 45, Portsmouth, Ohio: Swords also faces a charge of escape.

William Flanagan, 60, Portsmouth, Ohio: Flanagan has been indicted for possession of cocaine.

Antonio Lippincott, 51, South Webster, Ohio: Lippincott faces three counts of burglary.

Codie Chambers, 32, West Portsmouth, Ohio: Chambers has been indicted on multiple counts, including aggravated possession of drugs, possessing criminal tools, and illegal use or possession of drug paraphernalia.

Bethany Sowards, 36, West Portsmouth, Ohio: Sowards faces charges of aggravated possession of drugs, possessing criminal tools, and illegal use or possession of drug paraphernalia, echoing some of the charges against Chambers.

Larry Pinkerman, 41, Lucasville, Ohio: Pinkerman has been indicted for aggravated possession of drugs.

Tayvon Mayhone, 23, Portsmouth, Ohio: Mayhone faces multiple charges including receiving stolen property, aggravated possession of drugs, and illegal use or possession of drug paraphernalia.

William Gambill, 45, Portsmouth, Ohio: Gambill has been indicted for aggravated possession of drugs.

Antwan Felder, 49, Portsmouth, Ohio: Felder faces aggravated possession of drugs.

Billy Artressia, 30, Portsmouth, Ohio: Artressia is charged with grand theft of a motor vehicle, obstructing official business, and illegal use or possession of drug paraphernalia.

Derek Radabaugh, 33, Lucasville, Ohio: Radabaugh faces a charge of burglary.

Kareem Hill, 33, Lucasville, Ohio: Hill has been indicted on aggravated trafficking in drugs and aggravated possession of drugs.

Christopher Ludwick, 28, Lucasville, Ohio: Ludwick faces charges of possession of a deadly weapon while under disability, related to restrictions on firearm ownership due to legal status.
