DAYTON, Ohio – A Dayton woman who had previously been banned from the Medicaid program has pleaded guilty to stealing $1.5 million in yet another fraud scheme, Ohio Attorney General Dave Yost announced.

Janay Corbitt, 36, admitted to second-degree felony theft and three third-degree felony counts of identity fraud in Franklin County Common Pleas Court. Corbitt had already been barred from working as a Medicaid provider following a 2019 theft conviction.

“Her luck has run out – kudos to our Medicaid Fraud Control Unit for bringing this scheme to light,” Yost said.

Fraud scheme uncovered

Corbitt was indicted in May 2024 after an investigation by Yost’s office revealed she had stolen multiple identities to open and operate two fraudulent behavioral-health counseling agencies in the Dayton area.

She also stole the identities of several licensed counselors, using their credentials to bill Medicaid for services that were never provided.

Arrested after fleeing Ohio

After being charged, Corbitt fled Ohio and spent months evading authorities. She was eventually arrested in August 2024 at a bus stop in Dallas, Texas.

Sentencing set for April

Corbitt is scheduled for sentencing on April 17, with prosecutors from Yost’s Health Care Fraud Section handling the case.
