Dispatchers told troopers at the scene the man had a warrant out of Butler County, as well. He was told he was being placed under arrest by troopers for the warrant and drunken driving.
During the handcuffing, Richards tried to escape and ran away from troopers into southbound traffic where he was hit by a semi, troopers said.
The southbound lanes were closed at route 35 for more than four hours, according to ODOT. The crash occurred at 3:30 a.m. and the highway opened back up at 8:10 a.m.
