CHILLICOTHE, Ohio — The growing homeless population in Chillicothe has been a topic of concern for both residents and business owners alike.
On Monday, police were dispatched to Consumer Center Drive following a trespass complaint.
According to the police report, two individuals were found camping in front of the Hair Academy located in the Shawnee Square shopping center. A representative of the shopping center expressed frustration with the homeless population sleeping in front of local businesses and requested that they be barred from the property.
During a check of the two individual’s information, officers discovered one person, Thomas Whitley, had active warrants. Whitley was arrested without incident, and a glass pipe with residue and a crystal rock substance was found on his person, police said. Whitley claimed that the pipe was for smoking “vape oil” and the crystal rock substance was “rock salt,” but the items were seized and placed into evidence.
Both Whitley and his female companion were informed that they could be charged with criminal trespass if they returned.
The seized substance will be sent to the Bureau of Criminal Investigation (BCI) for chemical analysis, and further charges of drug possession could be filed with the Ross County Prosecutor’s Office pending analysis results.
